This is me.

I work as a Senior Consultant for WIK-Consult
GmbH in Bad
Honnef, Germany, and manage WIK's "NGN and Internet Economics"
department. I am based in Bonn, Germany.
I also work as an independent consultant. Clients
have included the Electronic
Frontier Foundation (EFF), the International Telecommunications Union
(ITU), SONUS Networks, the Jamaican regulatory authority (OUR), and the
Jamaican
Universal Access Fund Corporation Limited (UAFCL).
From July 2001 to July 2005, I served as the Senior Advisor for
Internet Technology at the Federal
Communications Commission (FCC) in Washington, DC. I worked for
the European Commission during 2004 pursuant to a grant from the German Marshall Fund of the United States
(GMF). Prior to joining the FCC, I was Chief Technology Officer (CTO)
for GTE Internetworking (Genuity).
